Terrorist Property Freezing and Forfeiture and Recovery of Environmental Crime Proceeds
A terrorist property freezing course that also covers forfeiture and the recovery of proceeds from wildlife, timber, mining and fisheries crime.
Course overview
Two kinds of illicit finance pose special challenges for asset recovery in Africa. Terrorist property must be frozen without delay under targeted financial sanctions and domestic law, often on intelligence that cannot be disclosed. Environmental crimes such as wildlife trafficking, illegal logging, illegal mining and illegal fishing generate large profits that are rarely pursued at all. This terrorist property freezing course equips practitioners to act decisively in both areas.
The first half covers freezing obligations under United Nations Security Council resolutions and national designation regimes, the mechanics of implementing freezes across banks, mobile money providers and registries, humanitarian exemptions, and forfeiture of terrorist property through criminal and civil routes. The second half addresses environmental crime: how proceeds are generated and laundered, the financial investigation of trafficking networks, and the use of confiscation and forfeiture against them. Throughout, participants practise inter-agency coordination, which both areas depend on.
Participants leave able to implement freezing measures promptly and to bring financial recovery tools to bear on environmental crime networks.
