Management and Reporting of Assets Frozen under Targeted Financial Sanctions
A frozen assets management course on holding, monitoring, licensing and reporting assets frozen under targeted financial sanctions.
Course overview
Freezing an asset under targeted financial sanctions is the start of a long obligation. Frozen funds must stay frozen, sometimes for years; property must be preserved; authorised payments must be licensed; and authorities must report regularly to supervisors and international bodies. Gaps in any of these weaken a country's counter-terrorist and counter-proliferation financing regime. This frozen assets management course prepares officers for the full lifecycle.
Participants study the legal framework for targeted financial sanctions on terrorism and proliferation financing, and the roles of competent authorities, supervisors and reporting entities. They learn to maintain registers of frozen assets, monitor accounts and property, process requests for basic and extraordinary expenses, handle false positives and mistaken freezes, and manage delisting and unfreezing. The course also covers preservation of non-financial assets, reporting obligations, supervisory checks on banks and other firms, and preparing evidence for mutual evaluations. Exercises follow a designated person's assets across banks, a property and a vehicle.
Participants leave able to manage frozen assets correctly and to show supervisors and assessors that the regime works.
