Designing National Asset Recovery Strategies, Policies and Legislative Reforms
A national asset recovery strategy course on assessing the current system and designing the strategy, policies and laws to strengthen it.
Course overview
Countries that recover criminal assets successfully rarely do so by accident. They have a national strategy that sets priorities, legal tools that fit their risks, institutions with clear roles and a way of measuring progress. This national asset recovery strategy course guides policy makers through designing those elements for their own country.
Participants learn how to assess a national asset recovery system against international standards and national risk assessments, identifying legal, institutional and operational gaps. They then develop strategic objectives, priority actions and institutional arrangements, and examine the legislative options available, including non-conviction-based forfeiture, unexplained wealth orders, extended confiscation, asset management provisions and use of recovered assets. The course covers drafting policy papers and legislative proposals, consulting stakeholders, costing implementation and building monitoring frameworks. Comparative examples from Africa and beyond show what has worked and what has not.
Participants leave with a draft national asset recovery strategy outline and a prioritised reform agenda.
