Monitoring, Evaluation and Impact Measurement of Recovered Asset Utilisation Programmes
A recovered asset impact evaluation course on monitoring and evaluating programmes funded from recovered assets and proving the difference they make.
Course overview
Programmes funded from recovered assets attract more scrutiny than ordinary public spending. Citizens, parliaments and returning states want to know not just that the money was spent, but what it achieved. This recovered asset impact evaluation course teaches staff to design monitoring and evaluation that answers those questions credibly.
Participants learn to build results frameworks and theories of change for programmes funded from recovered assets, from infrastructure projects to victim compensation and social reuse. They practise selecting indicators, setting baselines and collecting data, including with mobile tools and community feedback. Evaluation topics cover evaluation questions, designs suited to real-world constraints, contribution analysis and cost-effectiveness. The course also addresses the distinctive aspects of these programmes, such as tracking funds from recovery to results and demonstrating the deterrent and symbolic value of returns. Participants develop a monitoring and evaluation plan for a programme of their choice.
Participants leave able to monitor and evaluate recovered asset programmes and report their impact convincingly.
