Budgeting, Allocation and Utilisation Frameworks for Recovered Asset Funds
A recovered funds utilisation course on legal rules, budgeting and allocation frameworks that decide how recovered money is spent, and by whom.
Course overview
Once money has been recovered, the next question is how it will be used. Some countries pour it into the general budget, some ring-fence it for specific purposes, and some share it with law enforcement agencies or victims. Each option has advantages and risks. This recovered funds utilisation course helps policy and finance staff design and run frameworks that put recovered money to transparent, effective use.
Participants review legal frameworks and international practice on the use of recovered assets, including obligations to victims and to foreign states. They then design allocation frameworks: eligible uses, allocation criteria, decision bodies and approval processes. Budgeting topics include integrating recovered funds into national and county budget processes, multi-year commitments, project appraisal and managing irregular inflows. Controls, conflicts of interest and transparency measures are woven throughout, along with the risk that agencies are rewarded in ways that distort enforcement priorities.
Participants leave able to design and operate fair, transparent frameworks for budgeting and allocating recovered funds.
