Victim Compensation, Restitution and Community Reinvestment Funded from Recovered Assets
A victim compensation scheme course on identifying victims, verifying claims and paying restitution or reinvesting recovered assets in communities.
Course overview
Behind many recovery cases are identifiable victims: depositors of a collapsed investment scheme, pensioners defrauded of savings, or communities harmed by corruption in public services. Returning recovered assets to them is a powerful demonstration that crime does not pay, but compensation schemes are difficult to run fairly. This victim compensation scheme course gives practitioners the tools to design and manage them.
Participants learn the legal routes for compensating victims from recovered assets, including restitution orders, compensation funds and remission of forfeited property. They practise identifying and notifying victims, designing claims processes, verifying losses, preventing fraudulent claims, deciding priority and pro rata distributions, and making payments securely through banks and mobile money. Where individual compensation is impossible, the course examines community reinvestment, such as funding services in affected areas, and how to involve communities in decisions. Case studies include a pyramid scheme, a land fraud and a diverted health fund.
Participants leave able to design and run compensation and reinvestment schemes that are fair, efficient and trusted.
