Monitoring and Evaluation of Governance and Accountability Programmes
A 10-day governance monitoring and evaluation course on measuring transparency, accountability, anti-corruption and public service reforms.
Course overview
Governance programmes, such as anti-corruption reforms, public financial management, devolution support and citizen accountability initiatives, are notoriously hard to evaluate. Results are long-term, contested and influenced by politics. This governance monitoring and evaluation course gives practitioners methods suited to these complex programmes.
The first week covers foundations: what governance and accountability programmes aim to change, theories of change for governance, governance indicators and indices, data sources from surveys to administrative records, and participatory and citizen-led monitoring such as scorecards and social audits. The second week covers evaluation: complexity-aware approaches, outcome harvesting, contribution analysis and process tracing, evaluating anti-corruption and public financial management reforms, political economy analysis, gender and inclusion, ethics and independence, and using evidence for reform. Case studies come from governance programmes in Kenya and the wider region.
Participants leave able to monitor and evaluate governance programmes credibly despite their complexity, and to turn findings into practical advice for reformers.
